Housing: public housing run by Acer Parma, social flats and student beds at Mix House

All the city's public housing is managed by Acer Parma; it is allocated through a general municipal call, not currently open (the last was in 2020). In via Taro the PNRR-funded MAS1 – Mix House residence combines social flats for families and over-65s with beds for out-of-town students. OMI rents and prices are in the data.

Public housing (ERP)

Parma's public housing is publicly owned and let at a reduced rent based on the household's finances. It is obtained by taking part in the city's general call, under regional law 24 of 2001: the last one was open from 20 July to 23 October 2020 and none is currently open. Renovation, maintenance and administration of all the municipal public-housing stock are entrusted to Acer Parma. The 2020 call required, among other things, residence or work in Parma and residence or work in Emilia-Romagna over the previous three years.

MAS1 – Mix House residence

In via Taro the city has built, with PNRR funds (PINQuA programme), the MAS1 – Mix House residence: 60 flats, including 48 social-rent (ERS) flats for households and families and for self-sufficient over-65s, and 11 flats (nine three-room flats and two studios) with 20 single-room beds for out-of-town students, with shared spaces and a community manager. Students commit to three hours a week of help for neighbours (shopping, errands, company). The special call closed on 31 January 2026, with online applications on Acer Parma's platform via SPID; on 13 April 2026 it reopened for six student beds.

Offices

Public and social housing and housing emergencies are handled by the city's Housing Policy department, with its housing-strategy office at viale Vittorio Bottego 2/A and the public relations office (URP) at largo Torello de Strada 11/a. Tenants' unions and authorised tax-assistance centres (CAAF) help fill in online applications.
