Climate and air: anti-smog rules inside the ring roads
Parma applies the regional anti-smog measures against fine dust. From 1 October 2026 to 31 March 2027 ordinance no. 102/2026 restricts the most polluting vehicles inside the ring roads and on the university campus, every Sunday is an ecological Sunday and emergency measures follow the Arpae bulletin.

Traffic restrictions
Municipal ordinance no. 102/2026 bans, Monday to Friday from 8:30 to 18:30, petrol, LPG and methane cars up to Euro 2, diesel cars up to Euro 4 and mopeds and motorcycles up to Euro 2 inside the ring roads and in the Parco Area delle Scienze (university campus). Every Sunday in the period except 1 November is an ecological Sunday: during the same hours the ban extends to Euro 5 diesels. The restrictions do not apply on 8 and 25 December, 1 and 6 January and on public transport strike days; a list of streets stays open and vehicles enrolled in MOVE-IN may circulate on weekdays.
Emergency measures and heating
Arpae checks the PM10 forecast on Mondays, Wednesdays and Fridays and updates the bulletin after 11:00: when exceedances are forecast, from the next day the ban inside the ring roads runs from 8:00 to 19:00 and includes Euro 5 diesels, with bans on slurry spreading and on biomass heaters below "5 stars" where another system exists. Heating may be switched on from 1 November, with caps on indoor temperatures in homes, offices and shops.
A measure specific to Parma: if a city station reaches 25 exceedances of the daily PM10 limit in the year, a ban on biomass heaters where an alternative exists, traffic checks increased by 25% and a limit of 13 hours a day of heating, between 5:00 and 23:00, apply automatically.
