Climate and environment: winter anti-smog rules and flood risk

From 1 October 2026 to 31 March 2027, ordinance no. 30 restricts the most polluting vehicles in the built-up area on weekdays and on 20 eco-Sundays, with heating rules. The Montone, Rabbi, Bidente and Tramazzo make flood risk a real issue: the civil protection plan shows exposed zones and waiting areas.

Air quality

Mayoral ordinance no. 30 of 1 October 2026, implementing the regional PAIR 2030 plan, applies from 1 October 2026 to 31 March 2027. Monday to Friday, 8.30 am to 6.30 pm, within the built-up area shown on the attached map, petrol cars Euro 0-2 (including LPG or methane/petrol), diesel Euro 0-4 and mopeds and motorcycles Euro 0-2 may not circulate. On the 20 eco-Sundays, between 4 October 2026 and 28 March 2027, the ban extends to diesel Euro 5. Electric and hybrid vehicles and car-pooling cars, among others, are exempt; routes to the park-and-ride car parks are excluded from the ban.

Smog alerts and heating

When the ARPAE bulletin issued on control days (Monday, Wednesday and Friday) calls for it, emergency measures apply from the following day: a ban extended from 8 am to 7 pm, engines off when parked, no slurry spreading. Domestic heating systems may be switched on from 1 November 2026; the ordinance caps indoor temperatures in homes, offices and shops, bans open fireplaces and wood heaters below «4 stars» where alternative heating exists, and bans bonfires and fireworks except on two authorised dates.

Rivers and flood risk

The Montone, Rabbi, Bidente and Tramazzo flow through the town, hills and valleys of the Forlì area. The Comune refers residents to the civil protection plan of the Unione dei Comuni della Romagna Forlivese, which shows the zones most exposed to flood risk, the safe waiting areas and how to behave during an alert, and to the official alert channels. After the flood events, private reconstruction continues under commissioner ordinances no. 54/2025 and no. 61/2026, whose updated forms have been online since 7 October 2026.
