Overview
A bilingual city in an autonomous province
Bolzano/Bozen is the capital of the Autonomous Province, which under the Autonomy Statute holds primary legislative power over matters such as place names (with mandatory bilingualism), town planning, culture, vocational training, roads, public transport and tourism, and keeps nine tenths of the tax revenue collected in its territory. Public administrations based in the province must guarantee the use of German and Italian in written and oral communication with citizens.
For newcomers there are two practical consequences. Work in public administration requires the bilingualism certificate, which certifies Italian and German together. The proportional system between language groups, calculated on the ten-yearly language census, governs access to public posts and the allocation of some resources, including social housing.
Study, innovation, museums
The Free University of Bozen-Bolzano, founded in 1997, teaches in German, Italian and English and has five faculties, with campuses in Bolzano, Bressanone and Brunico. The NOI Techpark, in a former aluminium factory, is South Tyrol's innovation district, with the Green, Food & Health, Digital and Automotive | Automation sectors. The South Tyrol Museum of Archaeology displays Ötzi, the Copper Age mummy about 5,300 years old.

In Bolzano waste is paid through a SEAB tariff: a compulsory minimum that includes a volume of residual waste, plus emptyings beyond that volume, counted by the bin's chip. Three bills arrive each year. Rents, OMI prices and the transport pass are in the data.
- Housing
Social housing belongs to IPES, a provincial institute: social-rent homes, hostels for workers and student residences. Rankings are split by municipality and by language group; non-EU citizens form a separate group. Applications can be made all year, online or at the counters, after filing the DURP declaration.

German, Italian and Ladin are official languages in the province; in Bolzano public offices communicate in German and Italian and place names are bilingual. Air-quality measures in Bolzano focus above all on nitrogen dioxide (NO2): the provincial NO2 Programme (2023 revision) provides for traffic restrictions issued by mayoral ordinance, normally on weekdays at the morning and afternoon peaks.
