Housing and neighbourhoods in Venice

The historic centre's residential market is squeezed by tourist rentals: little long-term supply, very high prices, damp homes without lifts. Since 2025 an experimental municipal regulation limits tourist lets in the old city. Castello, Cannaregio, Giudecca and Lido to stay on the islands; Mestre for the rest. Public housing through ATER and the municipality.

The market

In the historic centre long-term rental supply is scarce: thousands of homes are used as tourist lets and owners prefer short or transitional contracts. Searchers must move with documents ready and accept compromises: old houses without lifts, damp, expensive heating, ground floors subject to acqua alta, deliveries and removals by boat. The most used contracts are the transitional one and the agreed-rent 3+2.

The municipality, thanks to a national rule allowing it to regulate tourist lets in the old city, approved in October 2025 an experimental regulation capping tourist rentals in the historic centre at a maximum number of days per year, with a register, a SCIA notification and in-person check-in; it is a trial and the rules may change, so check them on the municipal website. In Mestre the market works as in a normal city, with wider supply and lower prices. Official OMI quotations by zone are in the Agenzia delle Entrate database.

Public housing and students

Public housing is managed by ATER Venezia, a body of the Veneto Region, and by the municipality with its own stock (also in the historic centre and on the islands); ERP calls are published by the municipality with waiting lists by ISEE income, residence and housing condition. The municipality also promotes measures to bring residents back to the islands (controlled-rent flats, recovery of public buildings) and an agency for agreed-rent lettings.

For students, ESU Venezia (the regional student-support agency) manages grants, canteens and residences in Venice and Mestre, through an annual call on ISEE and merit; Ca' Foscari and Iuav have housing offices and agreements with private student halls. The search should start in summer; many students live in Mestre or in Padua and Treviso and commute.
