Housing: public housing via Siena Casa, rules for tourist rentals

The Comune's housing service handles assignment of public housing (ERP), whose managing body is Siena Casa, as well as the agreed-rent scheme and rent support; the Sportello Famiglia is at Casato di Sotto 23. Short-term rentals follow the Tuscan Tourism Code, with a SCIA on the STAR portal.

Public housing and support

The housing service page says the Comune manages, assigns and monitors public housing (ERP) through ordinary and emergency procedures, working with Siena Casa, the body managing the ERP stock. It also handles the agreed-rent scheme (canone concordato), rent support, including for rent arrears through no fault of the tenant, and the territorial observatory on the public and private rental market. The page points to "Come ottenere una casa" and to active calls for procedures. Sportello Famiglia: Palazzo Ottieri della Ciaia, Casato di Sotto 23, tel. 0577 292353, Monday, Wednesday and Friday 10-13, Tuesday and Thursday 15-17.

Short-term rentals

The Comune cites regional law 61/2024 (Tourism Code), amended by regional law 9 of 16 June 2026. Business tourist rentals start with a SCIA on the STAR portal (with SPID, CIE or CNS); non-business ones also go through the STAR procedure and must register on the MOTouristOffice portal. Suspensions and changes must be reported to the SUAP within 15 days, closures within 30. The page lists no specific limits for the historic centre. The Comune also notes that the CIN, the national identification code, is mandatory for every accommodation facility and tourist rental.

Students

For university students the regional agency DSU Toscana runs the student residences in Siena, listed on its page for the city (see the Study item).
