Cost of living: municipal income-tax surcharge in brackets from 0.70% to 0.80%
For 2025 the Department of Finance lists for Pavia a municipal IRPEF surcharge in four brackets from 0.70% to 0.80%, and a zero-rate row for incomes up to 16,000 euros (resolution no. 13 of 7 April 2025, confirmation). Rents, prices per square metre and the pass are in the data.

Municipal income-tax surcharge
For 2025 the Department of Finance entry lists Pavia's municipal IRPEF surcharge by income bracket, under resolution no. 13 of 7 April 2025 (adopted under art. 1, paragraph 751, of law 207/2024, flagged as a confirmation and published on 11 July 2025).

Exemption
The same entry also lists a zero-rate row for taxable incomes up to 16,000 euros, without explaining how it combines with the brackets: for an exact calculation check the text of the resolution on the Comune's website.
