Organisation
The Campania health service is organised in seven local health authorities: ASL Napoli 1 Centro (city and the island of Capri), Napoli 2 Nord (Phlegraean and Giugliano areas and the islands of Ischia and Procida), Napoli 3 Sud (Vesuvian area and Sorrento peninsula), ASL Avellino, Benevento, Caserta and Salerno. Naples concentrates hospital trusts of national standing: Cardarelli (the largest hospital in the South), Azienda dei Colli (Monaldi, Cotugno, CTO), Santobono-Pausilipon (children's), IRCCS Pascale (oncology), the Federico II and Vanvitelli university hospitals; in the provinces the Ruggi d'Aragona hospital in Salerno, Moscati in Avellino, San Pio in Benevento and Sant'Anna e San Sebastiano in Caserta.
Recovery plan and quality
Campania entered a recovery plan in 2007 and was run by a commissioner from 2009 to 2019, with a hiring freeze, closure of small hospitals and bed cuts; the Region resumed ordinary management in December 2019. In the monitoring of essential care levels (LEA) for 2023 (Nuovo Sistema di Garanzia) Campania is compliant, with scores just above the threshold. Documented problems concern waiting lists, overcrowding in Naples' emergency departments, staff shortages and outbound mobility to Lazio, Lombardy and Emilia-Romagna, especially for oncology and specialist surgery.
Access and islands
Specialist appointments are booked with the electronic prescription on the Sinfonia portal (Portale Salute del Cittadino), via the Campania in Salute app, the ASL booking centres and pharmacies; the portal also allows GP choice and access to the electronic health record. On the islands Ischia has the Rizzoli hospital, Capri the Capilupi and Procida a basic facility; complex emergencies depend on the air ambulance and sea transfers, which bad weather can slow down.
