Change of residence is done online on ANPR with SPID or CIE, or by appointment at the registry office on via San Sebastiano or at the district offices. The Ortigia ZTL permit is requested online from the municipal police. Nine weighing waste stations complement door-to-door collection.

Residence
Change of residence is declared online on the ANPR portal (the national resident population registry) with SPID or CIE. Those without SPID or CIE arriving from another municipality or from abroad apply at the central registry office, via San Sebastiano 27 (second floor), on Monday and Wednesday mornings; those moving within the municipality go to the district office (circoscrizione) of the new home's neighbourhood, Monday to Friday mornings and Tuesday afternoon. In both cases an online appointment is required; foreign nationals also bring their passport and residence permit.
Ortigia ZTL
The permit to park in and drive through the Ortigia ZTL is requested with the online form (SPID or CIE), attaching the vehicle registration document and driving licence; the application is handled by the municipal police ZTL office, at via del Porto Grande 56, which normally replies within 15 days and sends the PagoPA payment notice.
Waste
On 17 December 2024 the Comune began installing nine waste stations, including via Italia 103, the via Augusta car park, via Elorina and via Tersicore in Fontane Bianche. They are accessed with the tax code or health card at any time and take the same fractions as door-to-door collection, plus small appliances.
