Cost of living: IRPEF surcharge, bus passes, Ortigia permits
Since 2013 Siracusa has applied the municipal IRPEF surcharge at a single rate of 0.8%. For SAIS city buses there are weekly, monthly, Under 20 and annual passes; with regional funds the Comune has financed a free monthly pass for resident students under 20 below an ISEE threshold. For TARI, the discount linked to the weighing waste stations counts.

Municipal IRPEF surcharge
According to the Department of Finance, Siracusa applies the municipal surcharge on IRPEF (personal income tax) at a single rate of 0.8% under resolution no. 10 of 29 January 2013, confirmed every year up to 2025; the table lists no exemption threshold and for 2026 did not yet show any data.
City buses
SAIS Autolinee, which runs the city buses, sells single-ride, 90-minute, daily and three-day tickets, and weekly, monthly, Under 20 monthly and annual passes. For passes you register in the personal area and request the SAIS card; they are sold online, through the app or at retailers.
Free pass for students
Implementing a 2025 regional law and a decree of the regional transport department, the Comune collected applications for the free monthly city-bus pass for resident students under twenty with an ISEE (means-test indicator) within the call's threshold; applications were made online with SPID or CIE.
Ortigia and waste
The permit to park in or drive through the Ortigia limited-traffic zone (ZTL) carries a flat fee paid via PagoPA, lower for residents and tenants domiciled there with a lease (category 1R) than for a second car or for other categories. Since December 2024 the Comune has been installing waste stations that weigh deliveries: TARI payers who drop off their sorted waste there get a discount on the tax.
