Entering Italy with a pet

Dogs, cats and ferrets arriving from another EU country must have a microchip (or a legible tattoo if applied before 2011), an EU pet passport issued by an authorised vet and a valid rabies vaccination given at least twenty-one days before travel; from non-EU countries an official health certificate is needed and, for unlisted countries, also a rabies antibody titration with waiting periods. The Ministry of Health publishes the updated rules and the list of entry points. At most five animals may be brought for non-commercial purposes; unvaccinated puppies under twelve months follow special rules. Airlines and ferries have their own carrier requirements.

Register, lead, muzzle

Within a few days of arrival (or of birth or acquisition) a dog must be registered in the pet register of the region of residence through a vet or the ASL veterinary service, which records the microchip with the owner's details; for cats the obligation depends on the region. Changes of address or owner must be notified. In town a dog must always be on a lead (maximum length set by the national ordinance) and the owner must carry a muzzle to be put on if asked or in case of risk; droppings must be picked up and in many municipalities carrying water to rinse is compulsory. Fenced dog areas are common in urban parks. Abandonment is a crime. Beaches allow dogs only on dedicated stretches and at times set by the municipality.

Transport, condominium, leases

On Trenitalia trains small animals travel free in a carrier; larger dogs pay a reduced ticket, must have lead and muzzle and are not allowed in some classes and time bands, with rules differing between high-speed, Intercity and regional services; guide dogs always travel free. Italo and local transport have their own rules, often with a mandatory carrier on metros. In apartment buildings, since the 2012 reform (law 220/2012) the condominium rules cannot forbid keeping pets, but may regulate the use of common areas; a lease, however, can exclude them or require permission, so read it before signing. Admission to bars and shops is at the owner's discretion and fairly widespread.

Vets

Veterinary care is private and paid, with fees that vary widely by city; the ASL public veterinary services deal with registration, checks and prophylaxis, not routine care. Pet insurance exists but is not widespread. Pharmacies sell veterinary medicines on electronic prescription. Municipal offices and ASLs publish the list of vets authorised to implant microchips.

Rules on vaccinations, countries of origin and certificates change with EU legislation and the health status of third countries: check the Ministry of Health website before travelling.
