How the market works
The market is tight: annual supply is reduced by short-term lets in the historic quarters and at the Poetto and by demand from students and transferred public employees, so prices have risen and the best listings go within days; September is the worst month to search. Many landlords ask for guarantees and offer transitional contracts; regulated rents are available under the territorial agreement. Check exposure to the Mistral and the presence of mosquito screens near the lagoons, and parking in the historic quarters, almost all limited-traffic zones.
Public housing and students
Public housing is managed by AREA, the regional housing agency based in the city, which administers the flats and contracts; allocation rankings go through the Comune's calls. For students, ERSU Cagliari publishes a single annual call for scholarships and beds in the university residences (including the one in Via Montesanto, recently reopened) and runs the canteens in Via Trentino and Piazza Michelangelo.
